Rhode Island replaced its white Wave plate with the light blue Ocean plate starting January 1, 2023, and most drivers kept their old plate numbers on the new plates. That is why short numbers like HY 123 sit next to newer 1AB 234 combinations. Front plates are required, with a 2026 exception for cars built without a front plate bracket.

Rhode Island plate to VIN

A Rhode Island platenumber points to one current registration, and the registration records the vehicle’s 17-character VIN. Enter the plate above to get the VIN with the year, make, model, trim, body and engine. It is the quickest way to get the VIN of a car you are not standing next to: one in a listing, one you are quoting a repair for, or your own when the title is in a drawer somewhere.

Rhode Island license plate formats

Standard passenger plates use these formats. Personalized, specialty, commercial and motorcycle plates follow their own rules, and every format works in the lookup.

FormatWhat it is
1AB 234A number, two letters and three numbers, on the light blue Ocean plate issued since 2023.
AB-123Older short combinations from the Wave plate era, which owners kept when they moved to Ocean plates.

Rhode Island requires plates on the front and the rear, except that since 2026 a car built without a front plate bracket can show only the rear plate, with the second plate kept in the car.

Who issues plates in Rhode Island

Plates and registrations in Rhode Island come from the Rhode Island Department of Revenue, Division of Motor Vehicles, and people go in person to DMV branch offices, which currently serve customers by reservation only. Plate Decoder is an independent service and is not affiliated with the DMV or any other government agency.

Temporary tags in Rhode Island

Licensed Rhode Island dealers issue temporary plates valid for 20 days, and only to Rhode Island residents. Buyers in a private sale can get a 5-day temporary plate at a DMV branch.

Personalized and specialty plates

Rhode Island calls them vanity plates, and a passenger plate can have two to six characters. The DMV says it is not currently accepting new vanity plate applications.

No bracket, no front plate

Under a 2026 state law, a car that was built and delivered without a front plate bracket or mounting point can display only the rear plate. The second plate must be kept inside the car.

What a Rhode Islandplate lookup can and can’t show

You get the vehicle: VIN, year, make, model, trim, body and engine. You do not get the person. See what a plate lookup shows for the full list.

What we don’t show, and why

No owner names, addresses, phone numbers or photos. Owner details in DMV records are protected by the federal Driver’s Privacy Protection Act, and looking someone up out of curiosity is not a purpose it allows. Any site that promises the owner of a plate for a few dollars is either breaking that law or not going to deliver.

FAQ

Rhode Island plate lookup questions

Does Rhode Island require a front license plate?
Yes, for most cars. Since 2026, a car built without a front plate bracket or mounting point can use only the rear plate, as long as the second plate is kept in the car.
What does a Rhode Island plate number look like?
New numbers look like 1AB 234. Older numbers, like AB-123 or 123-456, are still common because owners kept them on the new Ocean plate.
What happened to the Rhode Island Wave plate?
The DMV stopped issuing blue Wave plates on January 1, 2023, and planned to phase them out by December 31, 2024. Owners got Ocean plates with the same number at no extra cost.
How long is a Rhode Island temporary plate good for?
Twenty days from a dealer. For private sales and out-of-state transfers, the DMV issues 5-day plates.
Can I get a VIN from a Rhode Island license plate?
Yes. Enter the license plate number with Rhode Island selected and the lookup returns the VIN of the vehicle it is registered to, with the year, make, model and trim.
Can I find the owner of a Rhode Island license plate?
Not through a public lookup. Owner details in Rhode Island vehicle records are protected by the federal Driver’s Privacy Protection Act and released only for purposes the law allows, such as by court order or to an insurer handling a claim.
